2017 Legislative Session


Below find presentations and summaries of ORA position letters on 2017 California legislation, organized by Assembly and Senate bills across Energy, Water, and Communications regulation.  


SB 100 (de León) -  ORA Letter    

This bill would establish the historic policy goal of 100% clean energy by 2045.


SB 366 (Leyva) -  ORA Letter    

This bill would help to increase participation in the Green Tariff Shared Renewables program by low-income customers who are eligible for the California Alternate Rates for Energy program or the Family Electric Rate Assistance program.


SB 549 (Bradford) -  ORA Letter    

This bill would require electric and gas investor-owned utilities to notify the CPUC, within 60 days, when funds authorized by the CPUC for maintenance or safety are redirected for other purposes. This bill would also make this information publicly available in the appropriate CPUC proceeding.


SB 598 (Hueso) -  ORA Letter    

This bill would require the CPUC to reduce residential customer gas and electric utility service disconnections for nonpayment.



SB 566 (McGuire) -  ORA Letter    

This bill would require specified telecommunication services that provide 911 services to notify the Office of Emergency Services within 60 minutes of discovery when they have a service outage in a rural area.
